As it stands, group kill credit is only applied to those who are in the zone - I assume to protect from giving credit to those not keyed or authorized for the zone and thus the mobs. However, if a character dies and is not bound in that zone, they will lose credit even though they contributed to the fight.
I would suggest that credit be given to the group members that were on the mob's aggro table from the encounter so that those group members who die and are not in zone can still receive credit.

This would make two changes. No more losing out on a flag for dying...and no more flagging toons by leaving them at the zoneline idle. (win, win imo)

I started work on this on the test server but ran into some technical limitations with cross-zone stuff. Communicating across different zones with clients has limitations and seems inconsistent if the client is in process of zoning or offline, etc.
I think what I will do is have a "planar projection" type of NPC spawn on death of a flag mob, and attach a list to it containing names from the group/raid that got kill merit. The list would contain those in group/raid that were also on the hate list sometime during the fight. I'll poll every few seconds during fight and append "hate list" names as needed, etc.
Flag would be granted automatically to those in zone, but those who died could get a rez and hail for a flag after. Any random out-of-group person standing around nearby would not be eligible for a flag, even if they join the group after the kill, and tried to hail.
Do most people dislike the ability to flag players who join group/raid but just stand at zone in?

Seems like a reasonable idea to me. I'm neither for or against folks being at the zone in for flags, so I don't care either way in that respect. I do care about people not getting flagged because they died at the worst possible time, and your solution is a good way to remedy that situation.

Honestly, I've made use of it both to get flagged and to flag people I find. I can see arguments either way. CotH would gain more importance though if you had to be at the fight itself.
