I am unable to save any options changes, UIskin changes, resolution or sound volume as well. Every restart all changes have reverted to default status. I am also unable to load any UIskin other than the defaults included with the download from this site.
Windows 10, I have tried resetting the folder to not be read only, but it resets itself on program start. I followed the download and install instructions along with editing the shortcut and all that. I am using a fresh install from the download.
Any assistance would be appreciated, I sure like the premise of the server but having to reset the ui and all options every login is not viable I'm afraid.

Try some of this stuff: Ensure the files within the folder are not set to read only. When you run it from the shortcut make sure you right click and run as administrator. Move your EQ folder out of Program Files and instead just keep it on the root of the C: drive (if you have it in Program Files). Anyone else have any suggestions? This is definitely a client issue and not server related, so if anyone else has overcome this issue please weigh in

Thanks Corporate, I had to facepalm on the set to admin in the shortcut properties, that fixed options saving. I am still unable to change the size or orientation of the hot button bars, and can only load the 'sarsexp' ui skin. Is that the only one supported because of the custom spell list? It's been awhile since I tried to configure EQ.. I've forgotten about all of it.

Honestly, I still use the default skin that came with the client version we provided here. I've been telling myself for years that I'll get a better UI, but I just never do. That being said, I'm not super experienced with client side modding and alterations. Once upon a time I used to remember more about it than I do now. I guess I've just grown used to the current client. (I would still like to see a much improved group window... maybe someday!)

For posterity, if you choose to leave your folder in Program Files and simply unchecking the option for "Read Only" doesn't stay set, this worked for me (I left System alone): Steps to work around this problem
To work around this problem, use the Attrib command at a command prompt (Cmd.exe) to view or to remove the Read-only or the System attributes of folders. To view or to remove the Read-only or the System attributes of folders Warning If you remove the Read-only or System attribute from a folder, it may appear as an ordinary folder and some customizations may be lost. For example, Windows customizes the Fonts folder and provides a special folder view that permits you to hide variations, such as bold and italic. It also permits you to change the folder's view settings in ways that are specific to fonts. If you remove the Read-only and System attributes of the Fonts folder, these customized view settings are not available. For folders that you have customized by using the Customize tab of the folder's Properties dialog box, the folder icon and other customizations may be lost when you remove the Read-only attribute. If a program cannot save files to a folder with the Read-only attribute, such as My Documents, change the Read-only attribute to System by using the Attrib command at a command prompt. Note If the Run command is not listed on the Start menu, do the following: Click Start, click All Programs, click Accessories, and then click Run. To remove the Read-only attribute and to set the System attribute, use the following command: attrib -r +s drive:\<path>\<foldername>
For example, to remove the Read-only attribute and to set the System attribute for the C:\Test folder, use the following command: attrib -r +s c:\test
Be aware that some programs may not operate correctly with folders for which the System attribute and the Read-only attribute are set. Therefore, use the following command to remove these attributes: attrib -r -s c:\test
